I think the problem with MS is that they want you to pay for Live to play FFXIV, while the FF team don't want the player to have to pay for two subs to play the game. On PS4 you don't need Plus to play FFXIV.
If I'm not mistaken I think this was the reason why we're not seeing FFXIV on a MS console.
