The whole point of housing is it is a Gil sink. It certainly meets this requirement with how it's set up.
The thing is, if you got a free transfer/move from one housing area to another, and it was 1 for 1 as you want, then you only have a limited selection for that 1 for 1, your plot is graded and you payed a set price different from other plots of the same size.
You can't have that with a tiny selection of plots... and if they let you skip the grade and just pick any plot of the same size, you could buy the worst plot at the cheapest price and move to the best plot for no charge, and for large houses there is a much bigger gap in pricing of grades, 40,000,000 start for the worst and 50,000,000 for the best (LB plot 6 vs Mist plot 5), right there you saved 10,000,000.
Plus we would then have people buying plots to resell for 100% profit, they could then sell you a plot, then move to a new one for free, see? someone just made lots of Gil from you and you bought them a new house too.

IMO, that would be a decent way to manage things.
Gold sinks work a lot better when it comes in the form of many, smaller purchases of unlimited amount. With housing as limited as it is, that alone neuters the gold sink aspect.
IMO, the gold sink should come from actually decorating the house, not getting past the gate of obtaining it. Other MMOs have this worked out in a much better way.

The best way is the way they choose, you can move without the fear of loosing out altogether. Many of us lost our plots at the last update when Wards 9 - 12 were added, we had to relinquish our plots at the plot itself, then we had to teleport to closest city, then move into the ward, then run to the plot we want only to find for example, plot 11 in LB was taken in 30 seconds, in each new ward and subdivision. So we lost our old plots and had to get ones we didn't even want.
Now it will be fixed so at the least, we wont loose anything.

When accessing the sign board of the plot to purchase, players will be presented with an option to move, so they will just need to select that option. You will then be required to purchase the land.
Objects are are desired by the many are intrinsically worth more than objects that are not. If you lose nothing, you'll have people who currently own houses who didn't put in work to buy the new ones competing with the people who actually put in the work. If you refuse to put in the work, you don't deserve it.
