False. There should be cost because the weeb houses will be the most sought after. Doesn't matter, the liveletter already confirmed that you will be buying the plot.

All we know so far is that all it will cost the price of the new plot. No refund. But we dont know if it will be for FCs only. I hope not. If its the same size house everything will move as is. If its a bigger house everything goes into "storage" so you dont lose anything.
Id assume its exactly as posted in the live letter, the same as buying a fresh open plot, but you just select move beforehand. I reckon this has only been implemented so people wanting a plot in the new ward don't have to risk losing out all together by demolishing the old house, and scrambling for a new plot. That's how i see it anyway.
Doh, looks like I missed the one important line that basically answers all of my questions in the digest.. (Admittedly I was only basing this off the live unofficial translation at the time, where they didn't mention this, and never bothered to read the digest).Id assume its exactly as posted in the live letter, the same as buying a fresh open plot, but you just select move beforehand. Guess that answers all my questions. Cheers...so they will just need to select that option. You will then be required to purchase the land.
Its pretty straight forward, if you own a plot with an estate on it, this move feature saves you from loosing your current plot, because prior to move you must demolish and relinquish (now anyone can buy your plot) this way the system does it for you as you stand at the new plot to purchase, saving you the prior steps plus moving your character to the new housing area, you'd most likely get beaten to it and then loose out and have to buy another plot you didn't want. As for the old plot purchase cost, i don't see why they would return your gil, this would open up a new can of worms, players buying and selling plots and making 100% profits, nobody would be getting a house then without paying someone else first...
I'm curious.
Can I move my M-size house from goblet to L-size house in Shirogane ?

Yes. In the Case of upping your size all it does is put your old stuff in the warehouse and you rebuild from there. Though I believe airships/workshops and personal rooms are kept, while everything else in the house is stored for reclamation. All you have to do is be able to afford the cost of getting the Large plot. (As well as beating everyone else.)
I love it how people assume the appreciation of Japanese architecture automatically makes those people "weebs". It just shows how little those people understand the term to begin with.

I didn't call anyone weebs. I said they were weeb houses.
