There SHOULD be no cost, as the player is not gaining an additional house but simply switching locations.

Sure, I'll just move from the worst and cheapest small plot in The Goblet to the largest and best plot in the new housing area, for no cost.
Each plot has a grade (1 to 5) which determines the price you pay, depending on size and location in the ward, so that would limit your selection I'm sure.
If you are swapping 1 to 1, there should be no cost.
(Personally, I advocate for all-access instanced housing, which would make this irrelevant, but for the sake of this thread... Equal house should not incur any additional moving cost.
False. There should be cost because the weeb houses will be the most sought after. Doesn't matter, the liveletter already confirmed that you will be buying the plot.
