My girlfriend lives in Canada and she just watched her ping go from 100 to 480.

I call shenanigans. I live about as far away from Montreal as you can get in Canada without being in the territories or on Vancouver Island, and my ping to Montreal was never higher than 100. With the move, this has now dropped to ~40-50 since it appears the new data center is located on the west coast.

The only way those numbers you give could be occurring are if she is in eastern/Atlantic Canada and her ISP is in need of a BIG upgrade. Heck, I don't even get close to 480 ping to the EU data centers and they're almost as far away as you can get from where I am and still be in the northern hemisphere.

It's really hard for me to give out a lot of information about her situation because she really lives in such a small town. I can say it is Canada and it is northern Ontario. The area only has one ISP and has needed upgrades to their internet services for many years now. I don't think they've actually ever upgraded anything since they got internet up there in the early 2000's.

I had her ping again

This is definitely the cause then. The fact that she was already getting a 100ms ping even while only being just a hop and a skip away further confirms it. That sucks for her.
