They offered EU users free transfers when they moved the EU data center, it would be stupid not to offer the same for NA users.

Here's the text about free transfer
Because the Chaos data center is being relocated, certain players may find they are no longer playing on a desirable World. In order to address this issue, players will be allowed to transfer from Worlds within the Chaos data center to Worlds within the Elemental, Gaia, Mana, Aether, or Primal data centers free of charge for one week.http://eu.finalfantasyxiv.com/lodest...8c71cb4be72616
*The free World transfer service will not apply to characters moved from the Elemental, Gaia, Mana, Aether, or Primal data centers to the Chaos data center.
I can imagine some players having somewhat ping increase, so it'd be nice if they'd open up free transfers.

They offered free transfers to players currently in the EU servers because the EU servers were jumping across the Atlantic, from Montreal to Germany. NA servers are only moving to a neighbouring country.
♥ Baby, tell me, what's your motive? ♥

The distance between Montreal and Sacramento would be 4k km.
The distance between Montreal and Frankfurt are 5,8k km.
"Neighboring country" is playing it down a tad. Pingwise, it's a similar ballpark.

But it isn't, because that's what it is, lol. Are you telling me the US is in an entire different continent to Canada?
It's absolutely not a similar ballpark, using Cloudping from Doha, Qatar:
- Pinging Virginia gave me 210ms
- Pinging Ohio gave me 204ms
- Pinging California gave me 243ms
- Pinging Oregon gave me 246ms
- Pinging London gave me 132ms
- Pinging Frankfurt gave me 136ms
You can see, at most, it's a difference of 30-40ms between east coast and west coast, meanwhile pinging the EU locations is about a 100ms difference. Unless you're telling me I failed math and 30ms is actually bigger than 100ms.
♥ Baby, tell me, what's your motive? ♥

No, I'm telling you that the distance increase is comparable, therefore the ping increase from distance increase is comparable.
But feel free to keep misunderstanding. You seem to be doing it on purpose.
