    Do we know the basic probabilities beyond tier 2?

    I think a good scale to use is to see whether anyone can make it to tier 5 using tier III/IV materia in the first place. If no... then it should be raised just enough for someone to make it.

    Sure, but there's still a rather substantial difference between 0% and 10%, with 2 tiers to go.

    If it's 30%>10%>7%>5%, that's manageable. If it's 30>10>5>1-2, good luck.
