Not long at all.

Using my suggestion earlier, lets say it takes about... 6 charges to charge a level 1 Group LB.

It would deal a 350-400 potency attack from melee DPS (regular does 2300). The balancing factor of course is in order to get the 2300 attack, you need all four players to charge it. If the DPS use their personal LB as soon as it fills, while the healer and tank use theirs to charge, the group LB takes twice as long to fill (since only half the group is charging it).

Now for normal group dungeons. It kinda makes sense for the DPS to use theirs 'on cooldown' so to speak. Its extra damage that can be used basically for free. And let the tanks and healers charge the grp LB for the final boss for a sort of finale.

Where it gets interesting is in raids. Where the tank and healer LB are pretty useful. Do you go for a little extra burst damage, or let it charge for utility to be call on demand? Choices.

DPS (ranged, spell, melee) would have reduced potency.
Tank LBs would be defensive based, but only on themselves.
Healer LB would be healing based, but only on single target.

That's how you balance it.

Also considering for healers, they could get a single target big heal that also raises the target. An alternative to swiftcast-raise/ressurect. Course I wouldn't mind adding that to their group LB for level 1 and 2, heals the group, rez's the single target. Let's be honest... healer LB is lack luster until Lvl 3.
