    Actually HW was intended to have open world danger in the form of harder monsters way back at launch due to complaints of 2.0 open areas being considered overly easy. It didn't necessarily work but the intention was there. You CAN have open world difficulty without PVP BTW.

    it was there it was just meant for people playing during patch 3.0 and no time after that
