For personal houses, you have to enter the house every 45 days. So yeah, this would require you to keep your subscription going.
I'm not sure what the FC house one is, but I think it's that an active member has to enter the house every 60(?) days?

It's 45 days for personal and fc, the only difference is with personal only the owner resets the timer and with an FC house any fc member entering the house will reset the timer.

I have only seen one or two players say they like the ward system. But do you honest believe at this point they twill fix housing system? They just announced another zone, feels to me a continuation down the bad idea road.
I may be wrong but I believe in the past, Yoshi P stated he preferred the housing system as it is because it creates an atmosphere of competition and cooperation amongst players. However, he's not at all happy with the behavior of those who purchase plots specifically to resell them at a higher price. For the moment it seems like they'll continue down the path of limited housing, but that doesn't mean this will always be the case. As the Servers are upgraded, as the game continues to mature and grow with expansions, as the community grows with the addition of new players, things change. There was a time Yoshi P said he wouldn't add Red Mage to FFXIV because it couldn't work properly to the spirit of the Job due to the Role System. Now we get to look forward to Red Mage in Stormblood.
Patience and Persistence.
It is possible that they could move on. It just feels like we will be looking at least two more years of this system. Unless instancing is easier to implement. Manpower or money they seem to move pretty slow on some major QoL items (love having chocobo out now and jumping into a quick hunt.)
And they designed a housing system that absolutely could not work with that ideal.Considering Yoshi promised that housing would NOT be linked to subscription status or maintenance fees. the existence of the current reclaim system is a total break of that promise. No way it should be made worse.
If anything the reclaim system needs to be scrapped entirely or extended to at least 180 days.
Especially when Yoshi also says it's OK for players to take breaks when content gets stale. (Not if they want to keep there house it isn't)
And here's the broken promise itself,

Not to nitpick, but I think "spirit of the job" basically means that they couldn't add an RDM like the RDM that was in XI...which is still a functionally true statement, FYI.
