While OP's demands are quite ridiculous, I'm pretty sure most raiders don't really mind relic/anima getting up to the same ilv as raid weapons. People who min/max stuffs will get their anima if it's better (especially for some classes anima would be significantly better than raid weapon).
Have you actually cleared those raid though? I started raiding in 3.1, was stuck in a3s for a month, stopped trying after 3.2 arrived, and I wasn't even close to mastering the first half of the fight. It took my static two months to down a6s, probably around two more months to down a7s, and I was stuck at a8s second phase (out of like 7? phases) for over a month until 3.4 arrived. Well maybe I'm just a terrible player for your standards, but if you haven't cleared at least some of those raids I think it's kinda rude to say that's less effort and takes less "mastery" of the game compared to doing a few hours' worth of fates, doing daily roulettes and a few ARF runs occasionally over a month or two (for each big steps, e.g i210, i240, i270).Far more effort is expended getting a maxed out Anima weapon than getting a maxed out Token weapon or Primal weapon. Yes, you may need to spend a few weeks practicing a fight before you finally succeed, but the Anima weapons take months.
Also, to say it's "braindead" and that you don't have to "master the game" is not really true. There's no more "mastering" of the game done getting the gobdip or primal weapon than there is getting the Anima weapon. In fact, it could be argued you do far more "mastering" of the game doing the Anima because you end up doing a mixture of activities rather than memorizing just a few fights.

No one in WoW is going to be using their artefact weapon for raiding in the next expansion. Blizzard has very clearly stated the artifect weapons end with the end of the expansion. People will have replaced them before they hit the new level cap.This is exactly how WoW does it except it goes even further and makes the relic 280 or 285 even after the Savage clears are augmented to the weapon. You finish with undoubtedly the best weapon of an expansion which is also a useful raiding weapon for the next expansion. Something truly powerful to work towards.
Regardless, its a moot point. The relic will be best in slot for such a small period of time and at a time where most people who can get a A12S weapon will have already cleared any piece of content that might require something that powerful. In truth the BiS quality of the relics holds little value to any who aren't still struggling to actually clear A12S. In both cases they will be replaced by the time we get to lvl 65.

I don't know if you where here for the 2.x patch cycle, but the Relic Weapon Quest line results were EXACTLY like what is happening now. And honestly, I can not see the devs changing it in the 4.x cycle.
The relic and anima weapons were designed with the principle "time instead of skill" in mind for players who lack the skill to run end-game content to get weapons that can compete with the top-tier raid gear.
And honestly, your attitude reeks of elitism. If you really dislike the relics weapons so much there's the door, we won't stop you.

Are you implying they are favored by the devs or that they use some kind of hack to get world first? Because that's what it sounded like.
That's the idea. You have three options right now: learn hard battles and kill the strongest bosses to get a weapon; burn your time and resources through a gated quest chain to get a powerful weapon; wait for the catch up patches to upgrade your tomestone weapon to a similar power to that of relics.
