Because most normal people don't people don't tend to need them...
That and Ilberd has had it out for us for a while now.

I'm a little disappointed that everything wrapped up so neatly and that whilst some further light was shed upon Ishgard's history it ended up concluding with the same 'we are all equal' preaching that plagues the real world. So much of Ishgard's grit, flaws and original charm seems to have been eroded away over the course of 3.0.
I hope 4.0 doesn't do the same to Ala Mhigo and instead keeps things morally grey. It's a bit of a kick in the teeth for role-players otherwise.
