If you want to look silly in the role you choose, they HAVE given you this freedom. It's a different story when you want to start to use glams to make yourself appear to be a role you are currently not playing.

Diversity is not a bad thing, and freedom to do whatever you want isn't always a good thing. I believe the time and energy of the devs is better placed on improving the glam system in the areas that it is the most troublesome.
The point though, is that those level 1 glamours are casual clothes. They are generally basic shirts, coats, jackets, ponchos, dresses, and suits. None of them look like heavy armor that a Paladin might wear.

That is exactly it. The exact point. They are 'casual' clothes anyone can wear. No one in their right mind would utilize them for combat as they have no stats that makes the item role specific. Role specific armours are not casual, but SE still gives us the freedom to continue to have that particular gear's appearance if you don't like how the next upgrade(s) look on you.
