Making an uncapped tome stone system would mean they would have to greatly increase the amount of tomes required for a piece. Which in turn means even more grinding, and people will get sick of that real fast. More so than it currently is.

SE by the odd patch at least gives you more opportunity to gear multiple jobs anyways. Primals, 24-man, Diadem (well in 3.55 anyways), normal mode raids, crafting, and so on.
The rebuttal is by restricting people as they do leads to their eventual decline in interest. Those dedicated enough will level a serperate job anyway or simply unsub once they've exhausted all the new content because they don't want to pay for several weeks before they can reasonably take in a second or third job. Case in point, Specialists and red scrips were designed solely to limit omni-crafters. The response? People leveled an alt to by-pass the restriction and red scrips were eventually abandoned due to it being a complete mess.
