I don't know, but the dps disparity is not really much of a game changer. Different comps should have different outputs. Is a party wide buff that has an 85% chance to not even be effective really something to get upset over? It's only broken if it can't complete content, at which point, yes, things should be rebalanced.
Let's not pretend it's so insignificant it doesn't make a difference, AST literally pushed bosses past their phases first day.
It's insignificant because the same content was also cleared by WHM in the same general time frame.
If your goal is to clear content, the DPS boost from Balance is insignificant.
You have a very skewed and biased perception of balance. Significant is something like PLD in 3.0 where it took the first PLD 4 weeks longer than DRK / WAR to clear A4S. It's not whether or not it's a preferred job for speed-runs.
And on topic, the gap between MNK, DRG, and NIN is also insignificant because of the same context.
