The difference between a WHM only offering Cure III, and an AST offering what is essentially a 40 second trick attack is pretty huge."Oh no! Comp A does 6,700 raid dps in a given fight, but Comp B does 6,800! Buff Comp A!"
I don't know, but the dps disparity is not really much of a game changer. Different comps should have different outputs. Is a party wide buff that has an 85% chance to not even be effective really something to get upset over? It's only broken if it can't complete content, at which point, yes, things should be rebalanced.
Let's not pretend it's so insignificant it doesn't make a difference, AST literally pushed bosses past their phases first day.
