Thanks, that's explains that the PS4 is also limiting the game.

Only as much as a PC do that was build during 2014.
There is still many air upwards on PS4. The current client don't push the PS4 on it's limit.

The PS4 Pro won't run in towns at 60FPS unless it's on a dead server, do you need a drawing so you understand?

How many PC can do it? In a full city (with people running around and spamming skills) and not dead city?

Not really, in 2014 the GTX970 and 980 were released, and the 970 alone was already capable of running the game at 50FPS in towns and 1440p.

Probably almost none because the limitation is on the CPU, not the Graphics Card.
