You're just grasping at straws. That would ultimately destroy the lore behind them.

Padjal are born as Hyurs from certain Hyur bloodlines first, then get blessed by the elementals simply from touching them, which makes them grow horns, can communicate with the forest and also stop aging at some point. That's how the elementals bless them. The elementals are also careful of what they choose coming from how they only allow certain people in the Twelveswood or to become a White Mage.

Padjal are there to preserve the Twelveswood because it's their duty, they're not touched by the elementals just for a cosmetic change. They're not soldiers either. Gridania is a city-state that doesn't like to engage in battle unless they have no choice, and the Wood Wailers, Serpents etc. are there for that if it happens. Padjal are only preservers of the forest and listen to the elementals' wishes.

The game and the devs already made it clear that they're far too rare and tight from lore to be playable. End of story.

If an NPC won't react to my lewd glamour, then I highly doubt Beastman glamour will be an issue.

Why would they? You're still an enlightened race while wearing it. It's not about what you wear but about what you are.
