The TLDR of that is that after the 20 seconds, Suiton can be precasted while the NIN sets up buffs on themselves and debuffs on the enemy, Kassatsu can be prepped for a crit Raiton under Trick Attack's debuff.

Please notice how this allows for: 1) No loss of 20 seconds before ninjutsu can happen because Huton needed to be applied, or alternatively 2) no loss of deeps for using Armor Crush to refresh Huton instead of applying Dancing Edge.

Most importantly, if you are wasting Kassatsu to be able to apply Suiton, you are missing out on a lot of dps. I would recommend Shasta's NIN guide if you are interested in improving.

All that said: I stopped ready checking in ER, especially if I am running with jobs that have stacks that they don't want to lose. I cross the boss line, check if my party is in tow and pull. However, if you are running any content where DPS will make or break your chances of success, /readycheck + /cd 25 (when ready) will be best to do.
