No, buying 20 stacks of items from an NPC that is accessible to everyone while it is there is not working for your money. Or do you count the labour of carrying them? If so, I feel sorry for you, your poor inventory must be suffering.
If you craft an item, you produce something that others are unable to make or purchase otherwise. If you don't see the difference here, I am not sure if it is worth answering you again (and I won't).

Selling items worth 200 gil for 20k, an item that can be purchased easily by everyone, is not working for your money, sorry.
