There is a difference between "The group A gets something while the group B does not" and "everyone who does this content gets something". The main aim should be to motivate broader amount of players to do savage to justify the content costs and removing the lockouts is quite a big carrot that is easy to implement while it makes the content more party finder or raid finder friendly.

eww...."everyone who does this content gets something" is super flawed.

I agree the main aim should be to motivate broader amount of players to do savage. Removing lockout is a big carrots for everyone. By not locking out casual, they have the potential to try starting savage from a tier or two back and can catch up.
