The point of a transfer system is mainly to move FC houses without losing Airship progress and FC rooms. What you're saying completely defeats that purpose and if that's what they are going to do, they might as well not do it at all.

If they have staff to develop 4.0 housing content then they have staff to develop Ishgard housing content. They've always said Ishgard housing will have to wait for the war to end and it just ended in 3.3. If not for apartments and the move feature that's what we would have in 3.4.

We know nothing about 4.0 and they don't need housing to sell it. Even if we're supposed to get 4.x housing there's no reason to think they need to release it at 4.0. 4.x housing can also be a near end of expansion kind of thing. If we get Ishgard housing in 3.5 we can get new housing zones in 4.5 as well. It's not bad to leave some stuff nearer to the end of an expansion cycle especially if it's not playable content and mostly cosmetic.
