It's poor design, yes. But that's what comes as a result with what little off-stats we have... which if you read my old post, if we got specialized stats that increased the chance of increased heal potency when you have over a certain amount of speed, or increased piety for having a certain amount of Mind, etc. there'd be less demand on accuracy and more demand on those types of stats... the thing is, at the moment, raids and extreme primals have not as much demand of spell speed, crit and det than they do accuracy. If you can heal fine, you getting more crit/det/spell speed is irrelevant if you can guarantee to hit the target with your damage spells. And that's just the issue, not enough stats to warrant adding them over accuracy.
