Dual wield when?

These kind of issues is why both Rogue/Ninja and Pugilist/Monk have their dual weapons in a single item slot. Otherwise those classes would be held back considerably harder then any other class. The only other option would be to cut down the farm time and double teh drop rate just for those class's weapons so that they are "comparable". Though that can also create the issue of them drowning out other class gear drops, or getting geared up too fast making them the raider classes since they progress faster.

You know PLD doesn't have to retake the same quests to get the sword an shield, they get both from the end of one quest

Ya. In fairness some of the original relic in 2.0 era didn't give both, but that was then, I'm glad they changed it moving forward.
