It's a side effect of no feedback on reports. Something Xbox Live has issues with significantly as well. It has a reputation of never being policed and a lot of that is simply because there's not enough valid feedback to reinforce good reports.
I give critisicm all the time to bad players, why? Because they are bad. Want to know what they call me? Elitist and hardcore, ironic that they play the game more than me too lol.
That's kind of extreme. It's not SE's fault that people don't have respect for other players.It's a game that people *PAY* for. If you ordered a pizza & it arrived with a used condom on it you'd not say "it's just a pizza". When you pay for something you're entitled to expect a reasonably satisfying experience. If it was a free game that youyou didn't invest in then fair enough, but it's not, it's a paid for service - just like that pizza.
It'd be different if you ordered a pizza, it was delivered perfectly, then some neighbor ran up to your pizza and put something gross on it. Then you turn to the pizza company and ask them to go get that person. They may decide not to deliver pizza to your neighbor anymore, but that's about the extent they can do.

I thought I'd just add this in because I don't see it mentioned. If you ever find yourself needing to report a person for harassment, it's extremely beneficial if you can provide;
- the name of the person's character and server (very important; look them up on the Lodestone)
- the time stamp of the messages (preferably server time with AM/PM listed)
- the date of the occurrence (you can report people even after a few days have passed)
- the place where it happened (mid-duty/party finder woes/shouts)
- the details of what had transpired (provoking comment/general accusations)
Explain the situation in a support ticket as calmly as possible. Yes, they usually don't give you the exact details of what they will do since they have to abide to their privacy policy, but they do take action. People have been banned for harassment reports - just know that it may take some time.

Paying a subscription doesn't mean that you have the right to put anyone down ever. It doesn't give you privilege or exemption from being a decent human being. With this said, people suck and will always suck. I can lose my cool but I know better than to insult anyone's mother or bring race into it. Any time someone slings an insult at me and be a complete shit lord, I simply reply with "Your opinion is very important to me" and repeat the mantra until they themselves are annoyed.
Because at the end of the day, they don't matter. I laugh and move on. Not everyone is like that but the reality of the situation is they go few and far between. If you let them bother you, then you let them live in your head, rent free. In that regard, I'm a slum lord.
