I have never seen ongoing harassment or noticed anyone being rude on a daily basis. You have my sympathies though, it does not sound like the GMs on your server are doing their job. It's weird because we have the same data center too.
While bans should go out much faster, this really helps on a personal level. Especially for the fragile people. See an "unsavory" person? Blacklist. Someone spoiling GoT? Blacklist. See insults out of nowhere towards a party member? Blacklist. Someone refusing to participate in a dungeon or trolling with the use or lack of use of certain abilities? Blacklist. Someone being nasty about someone's performance? Blacklist. Don't go "back and forth" with them. Bickering is for children. Even though the garbage truck is late for picking up trash, you can still move the trash building up in your house out next to the drive way. Your game experience will be cleaner if you react fast.As to why I've decided to make this post today. Having been incident free for a decent period (like I said, the majority on here are good people) I ran into an unsavoury character in Weeping City today. Having worked their way through the alliance with insults plip plop he popped right into the blacklist and might still be rambling to his echo, I wouldn't know
And by the way, bypassing blacklist by making alts is mentioned as forbidden in the game rules so if anyone tries that report it. I think it will be taken more seriously because they bothered to specifically mention that kind of behavior.

I've been playing MMORPGs since they were a thing, and I've always believed that behavior like this should come with consequences.
Sadly this problem has only gotten worse and most developers seem to be taking an increasingly passive stance on it.
It's especially bad in FFXIV since it's virtually impossible for the community itself to regulate this kind of behavior. In older games if you behaved this way to everybody you met, you would earn a reputation and not be welcome in most parties. It meant that toxic people like this would have to control themselves a bit if they wanted to participate. Now, with DF and other systems, these people can just summon up a new handful of people to use and abuse at their leisure with no lasting repercussions.
Harrasment's comes in many forms, not the only the shit talk like Op mentioned. Am I going to explain what type of harrasment? No, because it should be obvious. You see it in game here and on the reddit page as well.

Some people called me "n...", immigrant, and other racism terms (even though I'm not any of those ethnics). I reported them to GM, they shown up to talk to me, saying that they're taking it seriously and will punish them.
Then I kept refreshing their lodestone profiles and found out that they could change job and equipment for a week or so, meaning that they weren't banned even for a day.
I don't think I'll report anyone again. It's a waste of time.

It's a game that people *PAY* for. If you ordered a pizza & it arrived with a used condom on it you'd not say "it's just a pizza". When you pay for something you're entitled to expect a reasonably satisfying experience. If it was a free game that youyou didn't invest in then fair enough, but it's not, it's a paid for service - just like that pizza. You know, I may get some crap for this:
Just ignore it. It's a video game; an MMO.
A video game with cat people and small doll-like creatures with potato qualities.
Try not to take anything seriously. Now, on the other hand, if someone makes a legitimate threat on you, your family, your friends, etc., ignore report and contact the authorities.

That's kind of extreme. It's not SE's fault that people don't have respect for other players. It's a game that people *PAY* for. It'd be different if you ordered a pizza, it was delivered perfectly, then some neighbor ran up to your pizza and put something gross on it. Then you turn to the pizza company and ask them to go get that person. They may decide not to deliver pizza to your neighbor anymore, but that's about the extent they can do.

I think it's closer to being in a pizza restaurant and having another customer messing up your pizza. We are playing in an environment created and maintained by SE, after all. That's kind of extreme. It's not SE's fault that people don't have respect for other players.

FFXIV is constructed and maintained by SE. You agree to a Terms of Service when you sign up to the game. You pay them for a service that they consistently provide. You don't just check in once a month when you pay your sub fee, you effectively "live" on the FFXIV servers.
It's much more like you're eating pizza in a pizza restaurant, and another customer comes up to your table and starts yelling at you and knocking your food off the table. You can deal with that in different ways, but are you ultimately responsible for dealing with that abusive customer? Of course not. The management at that pizza restaurant would call the cops or intervene in some way and kick the abusive customer out.
