It depends and the footwear would certainly have to have new models. Depending on the leg shape the leggings too. If we used the Bangaa as an example probably only the arms would work. You have to remember that a different shaped leg means an entirely different shaped model in game.
Even if it was just the head gear and the foot wear, that's a lot. Your adding 2 unique models to every gear set released for every class. If we take 3.2 as an example you have Midas gear, the crafted sets, and the lore gear (I'm ignoring glamour options in this). Midas has 4 different head/foot models (I think), crafting also has 4 and lore as 4. That's a total of 24 new gear models assuming only the feet and head need changing. Considering a single set of gear is 5 pieces, you can see for just one race that's a additional models.
I'm not saying its not doable. Im just saying its a lot of additional work. Frankly if they do something I imagine it will be closer to something like maybe the Ronso. Something that has a similar body shape for the most part to existing races.
But not all of them have the same kind of build. Bangaas, for example, have a snout and an oddly shaped head. That alone would be a nightmare for the dev team to modify all the headgear, especially with helms. Simply "just" modifying headgear and footwear as you put it is not as simple as you make it sound due to the reasons many of us have said.
I for one would like to see Tonberries as a playable race ... Thinking 5.0 maybe?
I would actually go back to Dragoon if Burmecian became a playable race.

In all seriousness, the physiology of elezen and humes in races is overused, perhaps we could get more races that use the proportions of roe's and lalafells to add more variety.
That's kind of what I was hoping for with au ra. I mean their concept art, especially for the males, was very tribal.

I have no idea what they were thinking with the girls, but I wish they at least made them look more compatible with such tall men. The goth designs with the crazy forehead horns was alright in concepts, but even then still looked too human in comparison to me. :/
If they made male au ra have something more like a roe body with less thick arms and legs, and stretched slightly thinner like, I'd get behind that.
Probably not. SE even openly admitted they changed the Au Ra from it's orginal concept to make them more pleasing to the JP audience. So if they don't like it, it won't happen.

Mmmmm yes. The waifus. Although they say they don't want to make beastly people because of problems with armor, it's really an excuse to say why bother when using precious Dev resources on something a majority don't want would be like throwing money away.
A pity really. Everyone's gotta be supermodel gorgeous to live out that fantasy.
I think they wanted to play it very safe with their first expac. ARR was still young for an MMO and they have limited resources. As the game ages I think its possible we will see them take some more risks with things like player models but for their first tentative steps I think they wanted to take it careful.Mmmmm yes. That said I actually don't think we will get a new race in the next expansion. Certainly, they haven't been hinting at anything.
