First, stop raging about a mistake you made and trying to blame it on the game.
Second, think about what you said.
Your suggestion to remove G9 chocobo covering forms is downright dumb. You say you didn't know chocobos couldn't get to G10 because the vendor only sells up to G9, so you want them to remove G9 so people (you) will know it maxes at G9. So pretend they did remove G9. You get your chocobo to G8, breed it with a G8 covering form and it produces a G9 chocobo. What's stopping you from breeding another G9, retiring them both and breeding them with each other to see if it produces a G10? It's your same problem all over again.
You obviously have access to the internet, so why did you not look up what the max pedigree was instead of breeding blindly and getting mad at your incorrect assumption? Instead of being cautious and spending 2 minutes figuring that out beforehand, you're now paying the price by spending hours getting back to where you were.
The achievement you got said grade 9 or higher because that's Square Enix's way of preparing for the future. It may never go higher than 9, but if it does they don't have to update any old text.
The number of stars each parent has on a covering permission form is determined by the grade of the form and RNG. A higher grade covering form will have a higher chance to have more stars than those of lower grade forms.
Racing chocobo stat resets may never be a thing because of the way points are distributed when your chocobo levels up. By maxing an attribute early, you can force the game to allocate stats to other attributes. If you were to reset the stats, which would be reset? The base stats, stats gained from food, stats randomly allocated when your chocobo leveled up, or a mixture of the three? Personally, this feature would greatly screw up your chances of breeding an ultimate chocobo.
