I'm thinking Coils), but they made an artificial means of keeping the Primals fed with aether and the required 'prayer', then turned around and used them for power. I Imagine Ifrit made sure everyone's house was warm.
Just used Aether Generators to feed them enough to keep them summoned while syphoning off most of their stored power. Kinda like FF7's Shinra Corp sucked power from Planet Gaia.
