I never interpreted "..." as indecisiveness. Rather, I took that as the player character having their own reasons for coming to Eorzea that were more personal than the ones the friendly stranger suggests. That much has certainly been how I looked at it for Rhuna, at least. The ring itself has never held much significance for me, but I remember liking that as a dialogue option, this silence as an idea that there are things they'd rather not say but are strong enough to push them to come here. If pressed, I would say Rhuna most likely looks on it fondly as a gift from a kind traveler, perhaps a memento of the start point of a new life given her history.
