My question is: should we invest in another airship with higher Surveillance, or is it all RNG? Also, can I survey multiple sectors (19-20 mainly) to increase my chances of unlocking Diadem HM, while also retaining the chance of unlocking Sector 21? At this point we believe there's some voodoo magic that can help us, so we're only taking it to sector 20 in hopes of unlocking 21 <_<.

It's all RNG, there's no proof (or any correlation really) that higher surveillance unlocks sectors more easily. Just have surveillance to 90+ and hit up all the sectors known to unlock Diadem (17-22 I think?) while also working on 21/22. With the higher level sectors it is definitely worth the extra time to downgrade your rig and upgrade everything else to hit as many bigboy sectors possible due to the minimum travel time.

Ok, thank you . So just to clarify (last question), I can set the sectors to 18, 19, and 20, and still have a chance to unlock Sector 21 while (potentially) unlocking Diadem HM in the other sectors?

Correct. It also helps to have multiple ships (if you can afford building them all) and sending more ships out. The best way to beat RNG is through numbers
