Its a common-sense thing to understand that level cap increase = new skills. If they're not in your actions tab, they must be tied to your job...which means quests.
I hate double-posting...but yes, it IS your fault for thinking a level increase had no new skills to go along with it. At the very least, you should read the patch notes...Sorry I was under the impression that the new 52-60 job quests didn't exist until HW release? If I'm wrong please correct me, oh glorious one, but I fail to see how someone, not knowing they had more job quests when they had already finished all the ones that existed previously, should be at fault for not magically knowing more unlocked. I obviously DO care or I wouldn't have gone and completed them after someone informed me they existed? Please just, gtfo.
Why must I get bothered to wear STR accessories if I'm just running a quick Roulette via DF? The core of my job is to tank, not be a DPS.
Why must I keep up damage as a WHM? The core of my job is to heal.

I'm not saying it's just the Playstation crowd either, lots of people who play on PC are new to MMOs too. That said, I think there being no in-game info about new job quests is a totally valid excuse for not doing them as you don't know they exist. It's not common-sense.
Edit: I'm not going to go through and read the massive wall of scrolling text that is the patch notes in it's entirety every single freaking patch. That's the last thing I want to do right after a patch anyway, I want to dive in and start experiencing all the cool new stuff.

It gives an overall damage increase of 5% (all spells), and allows the use of Fire IV (combined with Astral Fire III) and Blizzard IV (combined with Umbral Ice III).
I main tank...wear STR accessories and try to out-DPS DPS (and, sadly, succeed all too often).
But if a healer doesn't want to DPS, and a tank wants to wear VIT, they are allowed to.

The more I hear this excuse the less I believe it.
For a time, I even questioned if the game itself didn't have enough teaching tools for the player, because I thought my opinion after 6 years of WoW experience couldn't be trusted. But now, I firmly believe it isn't the fault of the game when people refuse to read, and try the skills that are automatically placed on their actionbars for them as they level, and comprehend the applications of said skill! The tooltip text is very concise. I assume better of the community, and everyone playing has some degree of comprehension, to the point where if they don't understand something as basic as the two 3-step DRG combos by the time they're 50, they're probably not stupid; they just chose not to read anything.
You not realizing there's more class quests is pretty much your fault.
Sure BotD, and gierskogul takes time to get used to, but as long as you try to use them/learn to use them as the dungeon goes on, that's fine. Completely ignoring new skills like the never-minuet bards, or the never-BotD dragoons, is a different case; laziness. The hardest part of DPS to me, is honestly the more nuanced art of getting the most out of OGCDs, and dps cooldowns. SMN being the king of dps timing and nuances... ugh.
If you gained new abilities/traits every 2 levels, and a job quest every 5 levels, why would level 50-60 be any different? I mean it's not that of a far stretch to think you'd get some new abilities between level 50-60, especially when that range is bundled with an expansion.Maybe to you? That's almost as bad as of a reasoning as people not assuming road signs were meant for drivers to glance at.
