It might have to do with the fact that you can't glamour 1H weapons like the Mogwand and whatever the WHM wand is to 2H weapons (or vice versa). It would certainly suck if someone bought the BLM/WHM weapons and realized a few bucks later that they were basically useless as glamour items. It would be nice if a fix for that was incoming in 3.2.

The devs just have to bring shields for WHM and BLM again (maybe also shield skills as special equip skill that can be equipped if wearing the shield).

That being said they figured out how to let us glamour full-body outfits onto single pieces after a couple years of saying "this is super complicated, we're trying" so maybe it's incoming.

why make them one piece glamours anyway? just do in pieces when we buy the set they did that with minfillia and the other scion outfits maybe people wanna customize the outfit for that matter why are the whm and blm staffs from lightning return one handed anyway? they should be two handed and lightnings sword needs a shield like the one in lightning returns for guardian corp or add all her outfits from all games plus the other main castIf there's anything about game dev that players don't understand, is that changing code isn't "simple."

I'm going to guess that originally they never intended to allow players to wear NPC outfits, because Minfilia's outfit (and all other unique NPCs like the GC leaders, children, those women in peasant outfits etc.) is modeled in one piece minus the face/hair, whereas gear intended for players is separated into body parts by race/body type. Maybe one-pieces have different physics which makes it difficult to simply cut them apart, only the devs know for sure.
As for the Lightning gear, that's a deep question but 1H THM/CNJ weapons were still a thing back then especially for low level gear (the FF13 event came out well before glamour was even a thing). But there's zero reason for them to add new models - that event is over a couple times over.
Because they would actually need to model something then as the Scion Outfits aren't paced together the same way Character outfits are. To prevent the unsightly issues like clipping they model it as a whole body mesh also giving the characters at time unique features or *Cough* assets.
This also helps them avoid clipping issues that may happen if they made the outfits piecemeal and allow for unique features we might not see on stuff like a body/pants like interconnecting parts. Much like the one peices outfits we get for some celebratory events they are "One Peice" because they are interconnected in multiple slots.

They've said they're going to make new 2H versions of the 1H primal weapons for WHM/BLM. Theoretically they might do that for these as well (really, all they'd have to do would be to make a copy of the existing weapon and just reclassify it as a 2H weapon, since AFAIK the stance is identical no matter whether you're holding a 1H or 2H weapon), though... IMO it would be so much easier to just make it possible to glamour over 1H weapons on top of 2H weapons, just the same as they allow one-piece armour to glamour over multi-piece armour (e.g. a robe over a cowl). And just like when you glamour over a cowl with a robe and can't put on a helmet (because you're wearing a cowl, even if it doesn't look like it), you wouldn't be able to equip a shield because you'd still have a 2H weapon equipped, even if it didn't look like one. The only ones suffering from this lack of full glamour weapon arsenal are WHM and BLM, but while it might seem 'over-the-top' to adjust a glamour setting just for two jobs, it should be less work than remaking a bunch of weapons into 2H versions, especially as I'm guessing those primal weapons will have somewhat new appearances (to fit the image of a 2H staff instead of a 1H wand/scepter). Running theory being it's going to be released on the 23rd of Feb with 3.2? I guess we'll see in 9 days [as of today: 15th of Feb, 09:26 am GMT] if SE will hold up to their confirmation or not.
