I think it's going to have something to do with the Antithesis. There's a transportation node just south of there near the Pappus Tree that says something to the effect of "Access denied, only senior military or research personnel may enter the facility."

Interesting... If that node acts as the entrance to the dungeon, given the proximity to Tiamat and the "oppression" translation... I wonder if we might be freeing Tiamat? Yoshida mentioned not wanting MSQ progress to be locked behind Primals anymore, so I'd assume Sephirot is not part of the MSQ, more so when this is meant to be building up to the climax of the Dragonsong War, Sephirot shouldn't really have much to do with that, but Tiamat? She should absolutely be involved.

There is perhaps the small problem of Tiamat being part of the map though... I guess she could copy Middy; Leave behind a dead husk and form a new body... Guess Middy did say she could free herself as well, which would beg the question why we'd need a dungeon for it...

Tiamat being part of the map shouldn't be a huge issue, either because of what you said or because they could just do what they did and are going to continue to do with Alexander rising out of the lake.
