The only reason we had those events was because of something being released or so forth with FFXIII. They likely won't bring it back unless something else big happens in the world of FFXIII. We are more likely to see a FFVII or a FXV event since those are currently actively developing SE titles. As far as lightning? Don't get your hopes up unless you want to pay for it in Mog Station.

And as for scion outfits.. to be fair.. People have been asking for those for far far faaaar longer than Lightning. So I don't see it as instead, I see it as finally. I'm sure lightning will get the same treatment soon enough in one of the larger patches. It is afterall an opportunity for them to make more money.
