Actually, relics are meant to serve as alternatives for people who do raid and are getting screwed over by RNG. It's something not gated by RNG that a raider can fall back on so they can start the next new set of raids without having to continue farming the previous one for a similar weapon and never see it drop (which happens, to this day I have >60 t5 clears and still have never seen the MNK or Healer weapons drop once).
