Why can't SE do what the OP said AND have it in mog shop later? Have all cosmetic things like this obtainable in game and buy able. Can even give the guy who farmed it a little extra something for doing it the hard way.

I agree.
I mean, they can even make it a reward for something absurd, like running CM/Prae using Main Scenario Roulette 300 times. That would also, hopefully, get more people to run the Roulette.
So far, it appears SE's policy is that if it's obtainable in game, it can't be bought in the mog station, and vice versa. (Previously obtainable items are fair game).
To my knowledge, however, they've never publicly commented on this policy nor mentioned their reasoning.
What about the dyes? Those have been added to the cash shop.
If they added these items in-game they'd be so absurdly difficult to get so they could entice you into buying them? 300 Prae runs? Heh, multiply that by 10. It also starts a bad trend, now they can be more free to put things in the cash shop because they're "earnable" in game, but much more difficult than they otherwise would have been.
That's a good point, although it's worth noting there's 2 distinct versions. Those my retainers brought back do not have the "General-purpose" prefix and so can't be sold, traded, etc etc.
However, they're effectively the same thing I guess...
