When I saw the white and red mounts for the first time, I really thought they were going to throw them into CM and Prae. Some people still do it everyday for the EXP and it is more popular now, but when everyone gets their battle classes to 60. Then what? It'll be unrelateable content again and not many will run it.

I disagree, I feel it'll go to the wayside. That being said, making something drop a glamor item that's directly tied to the story is a horrible idea. All the new players running it for the first time will be met with even more scrutiny towards watching cutscenes. And not everyone will go in undersized, you *will* see people abuse Duty Finder.
So let's make it worse by adding a mount with a low% rate? That sounds... counter productive.
On topic: I don't care about the mount personally, I never liked the original or the gold I collected. That being said, vote with your wallet. My fiance works for a mobile gaming company, and guess what: when an item doesn't sell in their cash shop, they change their future algorithm for the item (in this case, mounts). Odin's mount must have sold so well that they think these will too, which is probably the case. Once again, simply don't buy it and make one collective thread complaining about it, not 10.
Why can't SE do what the OP said AND have it in mog shop later? Have all cosmetic things like this obtainable in game and buy able. Can even give the guy who farmed it a little extra something for doing it the hard way.

I mean, they can even make it a reward for something absurd, like running CM/Prae using Main Scenario Roulette 300 times. That would also, hopefully, get more people to run the Roulette.
So far, it appears SE's policy is that if it's obtainable in game, it can't be bought in the mog station, and vice versa. (Previously obtainable items are fair game).
To my knowledge, however, they've never publicly commented on this policy nor mentioned their reasoning.
What about the dyes? Those have been added to the cash shop.
If they added these items in-game they'd be so absurdly difficult to get so they could entice you into buying them? 300 Prae runs? Heh, multiply that by 10. It also starts a bad trend, now they can be more free to put things in the cash shop because they're "earnable" in game, but much more difficult than they otherwise would have been.
