Is the Duty Finder working as it should?

I qued into the Diadem last night with another DPS friend and a Tank friend. 45 min into the "8 min wait", and we literally just had one other person in the que. I half figured that this was purely a Diadem issue, caused by the 2 hour lockout from when you first entered the previous one, keeping the number of players searching for groups low, but after looking at this thread, I'm not quite as sure.....

Though, to be fair, those "average wait times" have never even been close to accurate, except on rare occasion when it's really popular content at prime time and says "less than 5 min". They really need to look into how the "average" is calculated if nothing else. My guess is that it's adding people who go in as full parties, or as mostly formed parties, rather than taking a more realistic average for the role you're going in as solo.....

This is because there is only 1 tank slot per party VS 5 DPS. It's always been like that with the 24 man content
