if you notice well those are pure blood garleans. They are jjsut part of the one fo the 5 races we know, ppl conquered from orther nations. But not pure blood
How we can difference a pure blood garlean soldier from a non?
I am not so sure well but I think that is everything who is covering his face totaly, the ones we cannot see even his eyes or lips. I dont remember the rank of those ones. Not just the Legion's leaders.

The why has never been directly pointed to at all, as far as I know - just that the issue exists. They're just completely inept at aether-related-anything.
That's why their magitek runs on ceruleum - they could never get the hybrid magic/tech of the Allagans to work as intended.

My crackpot theory is that they are exactly what they say they are: the descendants of the Allagan Empire. My guess is that the remnants of the Empire intentionally engineered out their own ability to use aether, possibly as a preemptive measure against another high-powered aetherotechnological disaster. Failing spectacularly and creating a bigger mess in the process is pretty much the stock end result from moves like that.

Does take them being out of their armor, but considering Rhitatyn was the first non-pureblooded Garlean officer, I think it's safe to assume any fully-armored Garlean is a pure-blood.

One thing to note about fully armored garleans, they all have an eyeglass on the brow of their helmets, suggesting their eyes do serve some purpose, perhaps it allows them to visually see aether currents or something? And while they can't control aether directly maybe this ability to see aether allows them to manipulate it with magitek and why they make good engineers or are able to counter those who do cast spells easier? Pureblood enemies are usually officers (centurion, Pilus Prior,Primus Ordinarius and tribune), Also I've noticed garleans are taller than the other hyur tribes.

I don't think wearing that armor is enough to classify an enemy as "pureblood Garlean" imo. We have at least one case of a non-pureblood Garlean enemy with that model. Sylla mal Albinus of "Scared Sylla" FATE in Azys Lla shares the Centurion model but casts an actual "Cure" spell which discounts him from being pureblood.
The human enemies in FFXIII used a "manadrive" to simulate the casting of magic, which was otherwise only usable by l'Cie. My memory may be foggy, but I feel like I've seen Garlean units with attacks that seem to use the same basic idea.

Maybe Garleans are like the Navis Nobilite from Warhammer 40k. The Navigator's third eye kills you if you look at it as someone who isn't blessed with the gift, so they keep it covered when they're dealing with normal people. That's the kind of "Allagans did it" technobabble I'd expect.
