Only pure-blooded Garleans have their third eye. They also tend to have pale skin and hair colors.

Does take them being out of their armor, but considering Rhitatyn was the first non-pureblooded Garlean officer, I think it's safe to assume any fully-armored Garlean is a pure-blood.
