I'm just curious, are pure-blood Garleans a type of Hyur, like Midlander and Highlander? Are they a special breed, like the Padjal?

As far as we know, the Garleans are just a type of Hyur with their third eye, characteristically pale skin and hair, and a genetic defect that prevents them from using magic.

Considering allfivesix races are "human," I'd say Garleans already have enough to differentiate them from Hyur as a seventh race (the "five" are just the ones most common in Eorzea). They're probably just treated as another subset of Hyur, though, kind of like how the Ishgardian Elezen don't really count as either Duskwight or Wildwood, since they have nothing to do with the Shroud.

Garlens are from Oethard like the Auri, so I'd say it's possie that they are a Oethard Native race that has origens out side of Aldenard and Eorzea.
Simmiler to how, despite their now great population, Miqo'te are from Meracidia orrigenally only ariving in Eorzea during the 5th Umbral Era.
Garleans have very specific genetic differences, enough that I would say they are their own race. They have as many genetic differences as Miqo'te do compared to Hyurs, funnily enough.
I don't think we ever got rock solid confirmation, did we? Final Fantasy Empires tend to look as much like humans as possible (they even called a bit of attention to it in FFXII when Gabranth comments on the Bangaa mercenaries), so it's not surprising that they'd look Hyuran (the "human-like" race) even if they were genetically distinct.
Garleans are oft spoken of as if they were a unique people, so I'll hazard erring on the side of caution and assume that there is something genetically distinct from Hyurans in their makeup, for now. Truth be told, most (all?) Garleans are actually rounded ears and third eyes on Elezen skeletons.
Othard is the Eastern-most of the Three Great Continents. Garleans arose on Ilsabard, the middle ("northern") continent, then subjugated Othard.

What does their "third eye" do?
We have no idea, lol. We have only a few references to it and all are suspect. 1.0 had a line about how it lets them see in all directions at once, but that was an unconfirmed Eorzean suspicion from a guy who said they implant magitek into their bodies. Nero could have been using his to out the spy early in 2.0, but he said "frumentarium sees all", which implies that the Garlean intelligence agency just told him who to kill (The Frumentarii were the wheat collectors of ancient Rome, and also their secret service).
The only legitimate reference to it that I remember is when you Echo-blast Cid's amnesia and he says,

That light─it was you, wasn't it? It's surprising how few people know this, but all pureblood Garleans have a third eye. Perhaps mine helped me recognize you─or perhaps it was just a lucky guess.
