Not entirely, unless they remove the base melding slot from accessories. Primary stats are still meldable to the base materia slots, just not the advanced (overmelded) ones.
That is what they are doing. They are making it so you have to pick between strength OR vitality however they are making the base stat a lot stronger.
You won't be able to *meld* two stats, no. But you can put a STR materia on a Fending accessory or a VIT materia on a Slaying one, so you'll still be able to have some amount of a second main stat on an accessory.
Materia-related changes in Patch 3.2
It will not be possible to use advanced materia melding for primary stats on equipment created by crafters. We will be making adjustments in the future so that advanced materia melding can be used to enhance sub-stats.
Many of those attempting instanced raids in the early stages tend to use advanced materia melding on accessories, which lead to tanks being required to meld STR or VIT. Due to this there were times where the melded accessories were better than the accessories which dropped from clearing the instance. In order to resolve this issue, in Patch 3.2 we will be making adjustments that will change the damage calculations of tanks into a more appropriate state.
As an overall plan moving forward, we will be making adjustments so that a burden is not placed on any particular role in order to challenge a high-difficulty raid.

Having Strength AND Vitality on Jewelry at once is extremely overpowered. They pretty much said (although its a translation.) here that basicly. You won't be able to add strength to vitality anymore. You won't be able to add vitality to strength anymore. However crafted gear itself will become more powerful.

Advanced Materia Melding specifically refers to slots beyond the base slots on items; i.e., the 2nd through 5th slots on accessories. So unless the information from the Live Letter is mis-stated, you'll still be able to use these materia in the base slots, allowing for one Grade V primary stat per accessory.

When better crafted Jewelry comes out, which will probably have 40-45 vitality for example, you can add another 15 strength to that item. Now that item is more powerful then all pieces of raid jewelry in the game, just like before.
We will have to see, because this was a translation.
I never said it wasn't. I'm only saying that, according to the information we have now, we'll still be able to meld one primary stat materia to each accessory. They could have mistranslated, but the slide from the Live Letter presentation also mentions that we can still affix primary stat materia to "unfilled slots," which is unclear but almost certainly means the base slots.
