Paying for one month of sub every 90 days is not an "active" player.Those are still "active" players who paid for a game/expansion and will pay again to play. The problem is the people who actually LEFT the game and still own houses. Many of my guild mates, for job tips (for example US Army workers) , long vacations (kids-youngers), have stop playing for even 90 days and then come back later- many of they owns really expensive stuff in their houses.
I am an advocate of a longer grace period than 45 days, but remember if you need to take a break and must keep your housing plot - you only need to subscribe every other month and log in for 30 seconds at the start and end of the subscription.
Not all items will be returned. In fact, some of the most expensive items will be destroyed. The mail box on my property costs over 15m on my server, and will be destroyed if my house is demolished.
I'm assuming this 45 days thing is an ongoing thing and not just a one-shot deal.
Unfortunately, housing is infinitely desirable, but resources are tight to make it happen, and this game has only so much room to accommodate housing as it is. In other words... everyone wants one, but few spots are available, and the prices are set to gate people out until those that can afford them, can purchase them.
But in any case, I think that 45 days is fair.
Two kinds of scenarios here:
1) If it's a FC house, chances are other people are going to be logging in and visiting the house frequently enough to never run out the counter. So there's no problem there.
2) If it's a private estate (aka. a Barbie House), or a private FC-owned house (aka. a solo-player or power-couple stuffing all of her/his/their alts into) ... well, I hate to break it to you, but... if you own one of these, you have a responsibility to the game, since you added something that alters the geometry of the landscape. In other words, housing, in this game, is a privilege; not a right. So, being active is a small price to pay to keep it.
But, let's be honest here shall we? If you personally own one of these, it means that you have been able to acquire a stupid amount of Gil to afford it. That implies that you have to have been pretty active to make that happen, and assumes that you will likely remain active. If you need to take a break, you could always just switch your sub to like 90-days or something, and quickly login once every 40 days or so to keep it. Like, is that really so hard? ... Really?
Please allow me to be blunt. If you can't be arsed to take 5 minutes of your time once every 44 days to login and maintain your house, then you don't deserve it, and other players should have the opportunity to buy your unused space. So, suck it up buttercup.
Thats why i type "active" ... but they are still clients... ppl who paid and havent left the game and prolly will after this
Worry bout many many friends and myself if.... after 2 years paying i want to stop/take a break for ¿2 months?
Ah is there a list of items that will and will not be returned then?
P.S. I'd like to know as I might consider letting my house go, but I'd rather not lose a large part of the investment. I don't use it that often and would rather someone had it that will.

I don't need to check, I'm making a personal statement. If it doesn't apply to you fine. It will apply to others. The fact of the matter is housing is in short supply. Logging in once ever 45 days (although personally I think a longer time - say 60 - is more reasonable), isn't that much to ask. It's about time they did something about housing. It's not going to make everyone happy but it sure will open it up for lots who want one and take it away from those who left the game or who barely spend any time playing it.
Then you dont need a house. Ifd you are the type that takes 2 month breaks after every content patch, you dont need a house. There are people who play every day who dont have one because of people like that.
the same stuff that gives you the message when you place it. Mostly the primal/ct/raid stuff

Great, finally. This'll solve some of the current issues until SE adds more housing.
