Those are still "active" players who paid for a game/expansion and will pay again to play. The problem is the people who actually LEFT the game and still own houses. Many of my guild mates, for job tips (for example US Army workers) , long vacations (kids-youngers), have stop playing for even 90 days and then come back later- many of they owns really expensive stuff in their houses.

Paying for one month of sub every 90 days is not an "active" player.
