I don't think it's so much memory limitations as it is a decision to keep the game playable on more run of the mill PCs.

Except on PC you can turn down the quality... Of course, there aren't that many options (like, say, Lotro with 8+ different quality presets, from Low to Extreme), but still...

I get the decision -- somewhat -- but I'm not happy with that excuse, since there are other ways to solve that issue ^^;
