    From what I understand, even on minimums, 1.0 was far more taxing on hardware than ARR/HW are on max settings. Yoshi talked a bit about it at some conference sometime in the year before the game relaunched. The lower the bar is, the more systems the game can run on--there's only so much you can do with scaling since there are just some things you *can't* turn off and have the game function.

    Advanced physics can be disabled though, as seen in many, many games. The only excuse is that the engine likely doesn't support it (yet), and they're not willing to invest time into making those changes. I do remember Yoshida stating that he wanted to implemented physics based gameplay similar to that found in Everquest Next though, but that wasn't possible due to the PS3. Maybe after it's dropped.
