These are raids and big end game content, does it take up so much space and resources to give the 6 gear categories their own set?

I think it is more a matter of developement time. To design a new model need more time than to change an already finished model.

That is more than fine for things like leveling dungeons or lower end game dungeon gear. The gear I refer to is the big time end game gear that is considered at least in it's prime the best. I understand if there is something in the design process I may not be aware of, but it feels underwhelming that the designers just copy/paste sets and recolor them. The end game raid armor I mean.
