It may be up to SE but if people voice their desire for it, especially for something that is as easy and lucrative as adding already existing items to the Cash Shop, there really is no excuse. >w>
Yeah, except there is only a handful of people clamoring for this stuff to return. Most people understand the concept of "missing out" and just continue on enjoying the game. Would SE make money putting the lightning/DQ rewards, dalamud horn and legacy goubbue in the cash shop? Absolutely! They would make money hand over fist. Should they do it? Nope.

There are countless outfits and gear in this game that are currently available. Dev time and resources are better spent on new events, items, and content. Even if it just takes one person a single work day to put the rewards in the cash shop, I rather that person be working on anything new rather that satisfying a handful of Johnny-come-latelies. My guess is it would take longer than a single work day from a single person to put the event back into the game or the items on the cash shop. I am not going to pretend to be a developer or make absolute assertions about what it takes to make these rewards available again, but I am pretty sure it's not a simple line of code to switch the event "on" or put the items in the shop.

Some food for thought. First and foremost, SE is a business. I am sure the idea has been discussed internally about putting those DQ/lightning event items in the cash shop. They probably have some justification as to why they are not in there right now. It's not like this thread was a brand new idea they would have not thought of themselves. I would bet irl money that they talked about selling the items, but decided not to because they might bring the event back in the future or they wanted to retire the promotion of ff13/DQ.

Either way, they have a reason of some sort, just have to deal with it.
