No, it just means not enough people want to do it.I did Labyrinth of the Ancients yesterday and it took two hours to get through the queue despite recruiting several friends to join with me. We sat at 23/24 people for over 30 minutes just waiting for one last tank, and during that time nobody left the queue. 23 people just sitting there for that long waiting for one person who could literally AFK the entire time and it wouldn't even matter. That seems like a pretty obvious problem to me.
What you guys are asking for is SE to bribe people that otherwise don't want to do it, to do it.
