Not necessarily neutral, but not like the others to be sure. The other Ascians we've fought have been absolutely insane and hellbent on the idea of Zodiark destroying or eclipsing Hydaelyn, but Elidibus wants balance for some reason we don't know.

Unfortunately, that balance seemingly involves the WoLs dying.

Or... we unlock the true powers of the Echo. From what I recall from 2.1, Elidibus said that if we knew how to handle the true power of the Echo, we'd probably be more buddy-buddy with the Ascians.
